If your vehicle has a built-in cellular data connection, and you have purchased a plan, you can connect the Echo Auto this way, otherwise, the only way to use the Amazon Echo Auto is through your current cellular provider.  It is important to note that carrier charges still may apply when using this device, so be sure you check with them before you make your final purchase.  

Best Ways to Keep Data Usage Low

If your current data plan does not include unlimited data, it is best to keep your usage of some apps to a minimum. For example, music streaming takes the most data usage, so keep this low if possible, especially if you are traveling a long distance or are already reaching your data usage maximum for that particular month. 

Auto navigation is probably the most used feature with this device and does not use as much data; however, it needs a strong connection for it to function properly.  This is again used through your current data plan.

Navigation seems to use the least amount of cellular data.  It should be noted that you need to be sure that you have the most up-to-date apps when using this device, or you will have poor quality no matter what you do.
